Prepared by the the General Plan Committee of the City and County Planning Commissions composed of Harold Youngblood, Richard Rowe, Robert Meyer, Blenden Nelson, Don Birrell, Robert Power and Planning Consultant Lawrence Livingston Jr. Topics of this report include: Background of the site and history of development, Basic data of population and growth, Description of the General Plan, methods of carrying out the General Plan, and major assumptions, policies and proposals.
