Abstract: In 1883, Elmira was a relatively quiet place except when the trains came through.
Therefore, citizens were more than a little alarmed to hear gunfire one day. It turned out that it was the result of the town's constable, McKinney, firing on an escaping prisoner Napa Jim. Whether or not Constable McKinney hit his target is unknown.
